DESCRIPTION:Pennsylvania’s Environmental Rights Amendment states: “The 
 people have a right to clean air\, pure water\, and to the preservation of
  the natural\, scenic\, historic and esthetic values of the environment. P
 ennsylvania's public natural resources are the common property of all the 
 people\, including generations yet to come. As trustee of these resources\
 , the Commonwealth shall conserve and maintain them for the benefit of all
  the people.”\n\nIn this talk\, Tom Bailey will explain the implications
  of this amendment and how it has been – and still can be -- used to pro
 tect air and water quality in our region.\n\nTom Bailey taught high school
  social studies for 26 years. He renewed his law license in 2000 to presen
 t professional development courses to educators. He and his wife have thre
 e grown children.
