People’s Rights and Government’s Duties: PA’s Environmental Rights Amendment
Pennsylvania’s Environmental Rights Amendment states: “The people have a right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment. Pennsylvania’s public natural resources are the common property of all the people, including generations yet to come. As trustee of these resources, the Commonwealth shall conserve and maintain them for the benefit of all the people.”
In this talk, Tom Bailey will explain the implications of this amendment and how it has been – and still can be — used to protect air and water quality in our region.
Tom Bailey taught high school social studies for 26 years. He renewed his law license in 2000 to present professional development courses to educators. He and his wife have three grown children.
